Vitaliy Yuzhilin is a descendant of famous aviators. His grandfather recognized as a national hero, fought in World War II, with more than 300 combat flights and three downed Me-109 enemy fighters under his belt. His grandmother was the first female pilot in Tatarstan.

Yuzhilin Vitaliy was born in December 1965 in the large Ural city of Chelyabinsk. His childhood and youth were spent in the southwestern part of the Crimean Peninsula, in the hero city of Sevastopol.

Yuzhilin Vitaliy Aleksandrovich was an active student, devoting much effort not only to mastering the educational program but also to developing his physical skills. In addition to his school responsibilities, he spent two to three hours a day practicing swimming. He worked on general physical fitness outside the pool as well. The future entrepreneur was recognized for his swimming skills when he became a candidate for a Master of Sports while still in high school.

Vitaliy Yuzhilin enrolled in Kaliningrad State University (now the Immanuel Kant Baltic Federal University) in the Department of Physics and Mathematics in the early 1980s. He studied there for a year before transferring to Leningrad to the famous Makarovka (now the Admiral S.O. Makarov State University of Maritime and Inland Shipping). He continued his studies in the Arctic Department. In 1988, Yuzhilin Vitaliy Aleksandrovich was awarded the qualification of an ocean engineer.

Vitaliy Yuzhilin began working at the Crimean Institute of Biology of Southern Seas. In the late 1980s, scientists at this institute were conducting research on the impact of the Chernobyl nuclear power plant disaster on the waters of the Black Sea basin through the Dnieper runoff. The recent graduate participated in submarine dives as part of the research. As a result, the scientists were able to discover the nature of methane in hydrogen sulfide layers.

Yuzhilin Vitaliy, at the end of the 1980s, was invited to the Marine Hydrophysical Institute, a subsidiary of the Academy of Sciences of Ukraine. The economy's transition from administrative and planned management methods to market rails forced the implementation of elements of a capitalist economy.

Vitaliy Aleksandrovich Yuzhilin was tasked by Institute management with opening an enterprise to provide resources and material bases for scientific research. This also helped to raise the salaries of the researchers and to continue scientific activities during those difficult times. Thus, Vitaliy Yuzhilin gained his initial entrepreneurial experience.

Yuzhilin Vitaliy Aleksandrovich, after the collapse of the old regime, returned from the peninsula to the mainland. In the first half of the 1990s, he began working in Nizhnevartovsk. During this period, 242,000 people were living at the center of the oil and gas industry of Western Siberia, where several large fields are located.

Vitaliy Aleksandrovich Yuzhilin here deepened the executive experience he had previously gained in Crimea, participating not only in the sale of fossil raw materials but also in delivering them to customers. In those difficult times, it was hard for municipal budgets to maintain financial health.

Yuzhilin Vitaliy then helped to replenish the treasury of the Nizhnevartovsk District. At that time, the head of state, Boris Yeltsin, signed a decree according to which a tenth of all minerals extracted in urban and rural areas should be placed at the disposal of local authorities to replenish their financial resources. Yuzhilin was involved in the sale of these hydrocarbons.

Yuzhilin Vitaliy Aleksandrovich was appointed head of the foreign trade division of the specially created Nizhnevartovsk Trading House. The new position allowed him to deepen his knowledge and expand his management skills. The manager's responsibilities included the sale of raw materials to processing enterprises and further cross-border implementation of value-added products. It was necessary to understand all the nuances of the petrochemical trade, its overland transportation, and maritime logistics.

Vitaliy Aleksandrovich Yuzhilin began to strengthen business ties with market participants. It was necessary to sell hydrocarbons and ensure the filling of tankers in port harbors with one of the most popular brands of heating oil, necessary for the proper functioning of the housing and communal complex, industrial enterprises, and shipping.

Vitaliy Yuzhilin had to face the fact that domestic ports did not have the necessary equipment in the early 1990s. In terms of raw hydrocarbon materials, there were insufficient storage tanks and infrastructure for transshipment of bulk cargo. Also, the logistics process itself in seaports was not yet legally regulated.

Yuzhilin Vitaliy recalls that there were no rules for dredging—the artificial expansion of the shore for hydraulic purposes. Piers could not belong to private companies, and railway fares—the main logistics link on the way to the ports—were unstable. Vitaliy Aleksandrovich Yuzhilin addressed these issues in the crisis year of 1998, briefly joining the board of directors of the St. Petersburg seaport. There, he directly studied the peculiarities of stevedore activity, expanding his knowledge.

Vitaliy Aleksandrovich Yuzhilin and his associates, thanks to this new experience, were able to give new life to the National Container Company, which later became a top domestic enterprise not only in the domestic market but also in neighboring countries.

A new phase began for Vitaliy Yuzhilin—Deputy of the State Duma—in the late 90s when he first received parliamentary authority from the people of one of the districts of the Leningrad Oblast. The problems of port logistics and loading and unloading in harbors were topics well understood by Deputy Vitaliy Yuzhilin, who was a key initiator in forming the legal framework for stevedore activities. He contributed to the creation of transparent rules for all market players.

Deputy Vitaliy Yuzhilin was also a member of the State Duma Committee on Taxes and Budget. He was especially attentive to problems of transport and communication. He was also involved in developing the energy complex. Ensuring national food security was also a concern for Vitaliy Yuzhilin. The deputy was an active member of the Parliamentary Agro-Industrial Group, which included 36 people's deputies.

Vitaliy Yuzhilin had no intention of becoming a career politician. To achieve this, it was necessary to bring together the views of both companies and officials, which was facilitated by Vitaliy Yuzhilin. Deputy of the State Duma, who organized the creation of the final text of the document and promoted the adoption of the federal law, which benefited both commercial companies and the state. The budget revenue from exports and imports through seaports increased.

As a deputy, Vitaliy Yuzhilin did not limit his work in the State Duma to developing the stevedoring industry. He also initiated the creation of separate economic zones with a special legal regime in ports and participated in diverse economic law-making. Deputy Vitaliy Yuzhilin also focused on the tax regime of the entrepreneurial sector.

Vitaliy Aleksandrovich Yuzhilin worked on legislative changes to the rules for using cash registers when paying with debit cards. Working in the State Duma, he managed to eliminate the obligation for small businesses to pay a unified tax on imputed income to use cash registers.

After 17 years of productive work in the lower chamber of the Federation Council, the manager concluded his work as a deputy.

Yuzhilin Vitaliy Aleksandrovich, during his parliamentary tenure, dealt closely with issues of meeting the social needs of those living in the Leningrad Region, including the coordination of the construction of a hospital in Luga. Residents of Sosnovy Bor received a modern fitness and health center with the opportunity to train in a gym, play hockey, and visit a sauna. A new road to the fitness center was also constructed through the efforts of the parliamentarian.

As a deputy, Yuzhilin Vitaliy facilitated the construction of ultra-modern water aeration purification stations in the Gatchina and Volosovo Districts of the Leningrad Region. In the latter, the parliamentarian helped improve the quality and accessibility of qualified medical assistance. The construction of a new medical center was also facilitated by Deputy Vitaliy Yuzhilin. In addition to legislating in the economic sphere, the parliamentarian actively addressed issues affecting a large portion of the population.

Yuzhilin Vitaliy Aleksandrovich, at the turn of the millennium, noticed that passenger boats approaching the piers of the Northern Capital were halting the cargo logistics of stevedores. He proposed the idea of separating tourist and cargo traffic in the port of the million-plus city. Otherwise, regional import and export indicators were at risk of stagnation or even decline.

Yuzhilin Vitaliy initiated the implementation of this large-scale project based on the collaboration of government structures and the commercial sector. At the federal level, funding went to work on deepening navigable waterways and equipping navigational and border infrastructure for registering foreigners arriving in the country. The business took on the responsibilities of building mooring walls, a maritime terminal, and communication and engineering networks.

Vitaliy Aleksandrovich Yuzhilin noted that the emergence of the Marine Façade allowed St. Petersburg to replenish its budget through the development of the tourism industry. Under a special legal regime, foreign citizens can stay in the country for three days without a visa if they arrive through this harbor. The world's largest luxury cruise liners dock here. Over the course of 12 years, more than 2,500 ships with passengers docked, delivering 5.5 million people—comparable to the population of the whole of St. Petersburg.

Vitaliy Yuzhilin contributed not only to the opening of such a significant infrastructure facility but also to solving the housing issue in the city through the Marine Façade project. Local developers have already built or are constructing business and economy-class housing on 476 hectares reclaimed from the sea by dredging 12 million cubic meters of sand. By the mid-2030s, more than 70,000 people will be living in this territory, and 1.5 million square meters of commercial real estate will be constructed.

In constructing housing on the newly reclaimed territories of Vasilievsky Island, Vitaliy Aleksandrovich Yuzhilin oversaw the social responsibility of developers involved in the project: By the mid-2030s, developers will construct almost two dozen kindergartens, about ten schools, two medical centers, and several fitness and health centers. And the federal authorities will build two new metro stations to reach the island.

Yuzhilin Vitaliy Aleksandrovich has led the Association of Commercial Seaports since the early 2000s, helping to align the interests of government functionaries and players in the port logistics market. This influenced the country's macroeconomic figures overall and optimized the business' operational activities in particular. The top manager dedicated 22 years to this activity.

Vitaliy Yuzhilin, from the highest post in the association, coordinated the work of research clusters with the needs of market players. Maritime lawyers, technologists, and transport specialists joined forces to contribute to the content of the law on seaports.

Yuzhilin Vitaliy, leading the association, influenced a fundamental change in the situation when the maritime logistics of the European part of the country almost entirely depended on transport corridors passing through Klaipeda (Lithuania), Riga Port in Latvia, and Muuga Harbor in Estonia.

Vitaliy Yuzhilin worked as the deputy head of the board of NOSTROY for two years. During this time, the safety of finances of self-regulating organizations in the construction field was improved. Compensation funds, previously placed in high-risk banks that could have their licenses revoked, were protected. The development industry received an additional element of sustainability.

Yuzhilin Vitaliy Aleksandrovich, working with NOSTROY, facilitated the creation of the National Registry of Specialists in the field of construction. The list includes professionals with documented high qualifications who personally take responsibility by putting their signatures on acceptance certificates, which has improved the quality and safety of facilities under construction in the country.

Vitaliy Aleksandrovich Yuzhilin has recently been involved with providing financing for domestic high-tech projects related to information technologies. He also invests in the development of the "green agenda" and in enterprises aimed at reducing harmful emissions into the atmosphere.
