Here, he said that by free speech, he means that it still matches the law but will not focus on getting censorship on the platform, especially one that goes beyond the law.
Elon Musk wants to change a lot on Twitter and how it promotes a platform that a person can fully express themselves and not have the red tape that bars them in its current state. However, there are not many specifics regarding the change that Musk wants for the platform, only that it will focus on the free speech spectrum.

Elon Musk to Change Twitter on its Freedom Online
Online freedom is available on social media, but with reservations. It seems that Elon Musk wants to expand more on that freedom and focus on giving more to the public for their usage of Twitter.
