OnePlus will still stick with throttling its apps on Nord 2. However, there will be a possible fix coming for phone throttling in the upcoming Oxygen OS 12.
OnePlus has recently come under fire from users and the media regarding throttling most of the apps used by people.

OnePlus recently went public, stating that despite the flagship, the OnePlus 9 series intentionally throttled its performance to save battery life. This statement did not bode well for the many users of the popular Chinese smartphone maker, who were in a frenzy.
Despite OnePlus saying that the apps that were affected had sufficient power coming from the CPU, experts and many users did not like the lack of transparency. The lack of transparency stemmed from benchmarks showing what was happening inside the phone itself.
OnePlus' Oxygen OS 12
The company had to circle back and came out with the announcement that it will give its users "more control." Specifically, the company will give users the ability to toggle an on and off button for optimized models, as reported by TechRadar.
The toggle will come with the Oxygen OS 12 (Android 12), and will be available for future OnePlus models, which will be built-in.
The One Plus Nord 2, however, will still run on the Oxygen OS v.11.3 right off the bat, which means that it will still have issues with throttling on the upcoming device.

The OnePlus Nord N series phones will have only one major update for them. At the same time, the OnePlus Nord and its other flagship phones will be getting three major OS updates, meaning that OnePlus flagship phones that started with Android 9 Pie or above can get the updated Android 12 update when it comes out.

Still Working On It
OnePlus still says that they are working on the toggle option, which lets users have the on and off feature for optimized mode.
The supposed optimized mode will give the option to have the raw power of the chipset to which the device has access.
OnePlus gave a statement to AndroidPolice saying, "Since different chips perform differently and we want to make sure to get the best performance and efficiency out of each one, we've implemented performance optimizations to varying degrees on the OnePlus 9R and Nord 2."
The company plans to roll out the solution together with Oxygen OS 12, which is still further down the line this year.
