The United Nations (UN) unveiled its Global Principles for Information Integrity on Monday to combat escalating online hate speech and misinformation.

In a news conference, UN Secretary-General António Guterres emphasized the need for coordinated global action to safeguard digital information spaces.

Guterres presented a comprehensive framework designed to enhance the safety and integrity of digital information environments worldwide. He underscored the profound impact of misinformation, disinformation, and hate speech on global stability, democracy, human rights, and many more. 

The UN official claimed that the rapid advancement of artificial intelligence (AI) technologies has only exacerbated these threats, posing heightened risks to vulnerable groups. Some key recommendations to foster healthier and safer digital information spaces that uphold human rights are central to the principles. 

These recommendations include refraining from promoting or amplifying disinformation and hate speech, ensuring timely access to accurate information, protecting a free and independent media landscape, and enhancing protections for journalists, researchers, and civil society members.

Tech companies are called upon to embed safety and privacy into their products by design, apply consistent policies across different countries and languages, and bolster crisis management capabilities, particularly during election periods. 

The principles also urge stakeholders involved in AI technology development to adopt immediate, inclusive, and transparent measures to ensure AI's responsible and ethical deployment in a way that respects human rights.

Furthermore, tech companies are encouraged to explore alternative business models that do not rely solely on programmatic advertising and prioritize human rights, privacy, and safety, offering users greater control over their online experiences and personal data. 

Advertisers are also urged to demand transparency in digital advertising processes to prevent funding of disinformation, hate speech, or human rights violations.

UN Demands Transparency From Tech Companies and AI Developers

Tech companies and AI developers are called upon to ensure transparency, facilitate access to data for researchers while respecting user privacy, conduct independent audits, and collaborate on accountability frameworks. 

Governments must also implement special protections for children and provide resources for parents, guardians, and educators to safeguard younger generations from online harms.

The UN hoped these principles would serve as a foundational framework for global efforts to combat online hate and misinformation, promote ethical practices in digital communication, and foster a secure digital environment.

"The United Nations Global Principles for Information Integrity aim to empower people to demand their rights," Guterres said in a press release.

"At a time when billions of people are exposed to false narratives, distortions, and lies, these principles lay out a clear path forward, firmly rooted in human rights, including the rights to freedom of expression and opinion," he added.
