According to 9To5Mac's latest report, the new Emergency SOS via satellite service will arrive before November ends.
But Apple hasn't confirmed the exact date yet.

This feature can do this by directly connecting the iOS devices to a satellite. The gadget maker said that this enhancement shows how technology can really save lives.
Jeff Williams, Apple's Chief Operating Officer, said they are proud of the Emergency SOS via satellite feature since it allows users to explore off-grid areas without worrying about losing emergency services.
Aside from this functionality, Apple also integrated to Crash Detection feature on iPhone 14s and 14 Pros.
Because of the iOS smartphone's advanced features, iPhone 14 Pro China sales recently skyrocketed.
