According to Pocket Lint's story, Apple has given an official confirmation regarding the release of its next iPad software. With that, the iPadOS 16 is scheduled for release on October 24 this year.
The confirmation was given through an official press release by the company. Its announcement was included in a footnote attached to an even bigger announcement, the confirmed release of new iPad and iPad Pro models.

The company also confirmed that buyers would not have to wait over a week to launch the new gadgets. The Apple iPadOS 16 update has remained in beta testing since its June announcement during the WWDC.
Upon testing, certain features were found to be troublesome and have been the company's priority to fix. Although iMessages and other standard features work just fine, one feature needed more work upon its testing.
Stage Manager Issue was to Blame for the Delayed iPadOS 16 Launch
Stage Manager, a multitasking solution through a window-based system, previously had numerous problems upon its testing. Finally, even Stage Manager, among other features, is already good to go.
The article by Pocket Lint notes that the Stage Manager was why the iPadOS 16 did not ship along with the iOS 16 last month. This is because Apple decided to spend more time and effort trying to fix the issue.

Despite launching the iPadOS 16, Apple is already testing its next operating system, the iPadOS 16.1, with developers through a public beta program. This could suggest that the public could get an update regarding its progress sometime soon.
Apple also announced that the update would be shipped as a standard on its new tablets. Regarding existing tablets, the iPadOS 16 is said to be a free software update for 5th gen or more recent iPad devices.
