Android 13 users with Google Fi report that after they installed latest update, it prevented them from connecting to RCS while using mobile data.
However, it is worth noting that the latest issue with the RCS connection seems to affect only a handful of users. It appears that the error is not a widespread issue for Android 13 users on Google Pixel phones just yet.
Android 13 Error on Google Fi RCS Connection
As per the latest news story by 9to5 Google, some Google Fi users are complaining that they can no longer connect to RCS on their Pixel phones.
They say that the issue began when they updated their smartphones to the latest version of the Google mobile operating system that goes by name Android 13.

The news outlet notes that the all-new Android 13 debuted last Monday, August 15, and since then, Google Fi customers start reporting a connection issue with RCS on their Pixel phones.
RCS Connection Fails on Mobile Data
But it turns out that the connection problem only occurs when Pixel phone users are trying to connect to RCS while they are using their mobile data.
On the other hand, when they attempt to connect to RCS using a WiFi internet connection, there seems to be no problem.
However, when using RCS on affected Pixel phones running Android 13, the error only says that it is "Connecting..."
And once the mobile device gets connected to a Wi-Fi connection, the status says it is "Connected." And on top of that, the RCS for Google Fi users works fine as it should.
It is worth noting, though, that the RCS connection issue while on mobile data does not seem to be massively widespread.
In fact, 9to5 Google checked out the issue on their Google Fi Pixel 6a devices, which run on the latest stable release of Android 13, and there appears to be no issue connecting at all.

How to Enable RCS on Google Messages
If RCS does not work on your Google Messages app whether while on mobile data or Wi-Fi, you might have forgotten to enable it.

To do so, according to a recent report by Android Police, you will have to open the Settings menu on the Messages app on Android.
From there, go to the Chat features, and toggle on the "Enable chat features" option. Wait, until the "Connected" status shows up.
