Batman fans know that Arkham Asylum is as much a part of the Dark Knight's mythology as Bruce Wayne himself. An entire series of wildly successful video games has been built around the place, after all. Arkham is, of course, Gotham City's prison for the criminally insane and the place where every member of Batman's rogues gallery winds up sooner or later. (They also have an alarming tendency to escape, but I digress.)
Fox has released the official description of Gotham's fourth episode, and it's titled "Arkham." With Gotham being set many years before the arrival of Batman, Arkham Asylum doesn't exist yet. So the episode appears to deal with its inception.

A POLITICAL VOTE SHAKES GOTHAM CITY ON AN ALL-NEW GOTHAM MONDAY, OCTOBER 13, ON FOX
As a contentious city council vote on the future of the Arkham district approaches, politicians from both sides are in danger. Gordon and Bullock must race to protect the council and an old friend visits Gordon in the all-new "Arkham" episode of Gotham airing Monday, Oct. 13.
Guest Cast: Richard Kind as Mayor James, Drew Powell as Butch Gilzean, Grayson McCouch as Thomas Wayne, Evander Duck as Councilman Kenkins, Hakeem Kae-Kazim as Gladwell, David Zayas as Maroni, Brad Calcaterra as Minks, Danny Mastrogiorgio as Frankie Carbone and Mackenzie Leigh as Liza.
Might the show be launching into a longer story arc about the construction of Arkham? It makes sense. It's set in the right timeframe, and it could lend itself to some really interesting stories.

Detectives Gordon and Bullock investigate a child trafficking ring preying on Gotham's street kids, including Selina Kyle (Camren Bicondova). Meanwhile, Penguin (Robin Lord Taylor) resurfaces in the countryside and begins to make his way back to Gotham, leaving victims in his wake in the all-new "Selina Kyle" episode of Gotham airing Monday, Sept. 29.
Guest Cast: Carol Kane as Gertrud Kapelput, Frank Whaley as Doug, Lili Taylor as Patti, Richard Kind as Mayor Aubrey James, Drew Powell as Butch Gilzean, Kyle Massey as Macky.

THE SAFETY OF GOTHAM IS UP IN THE AIR ON AN ALL-NEW GOTHAM MONDAY, OCTOBER 6, ON FOX
Detectives Gordon and Bullock track down a vigilante who is killing corrupt Gotham citizens by attaching them to weather balloons. Meanwhile, Oswald Cobblepot returns to Gotham and gets a new job close to an influential figure in the underworld in the all-new "The Balloonman" episode of Gotham airing Monday, Oct. 6.
Guest Cast: Dan Bakkedahl as Davis Lamond, James Colby as Lt. Bill Cranston, David Zayas as Maroni, Jack Koenig as Arnold Danzer and Clark Middleton as Gerrick.
The series premiere of Gotham scored big in the ratings, with a 3.2 in the 18-49 demographic and 8.2 million overall viewers. Fox says that that number increases significantly when recorded viewings are factored in.
